Capita is the Single Market Interface provider for all white collar, contingent recruitment services within Network Rail. The overall objective of the SPG is to deliver and develop a successful recruitment model.

Semi professional grades (SPG’s) can often be described as COOM or Call Off hires.

COOM is the call off order management system used by Network Rail to raise Purchase Orders for the hiring of specific supervisory level workers for a defined period of (emergency) cover.

Network Rail identified job titles that would no longer be included in the Contingent Labour framework known as “Semi Professional Grades”.
